eReferral Licensing

Updated Terms of Ontario Health-Funded eReferral Licenses as of April 1, 2024

Your access to the OCEAN platform is funded by Ontario Health through arrangements with the eHealth Centre of Excellence (“eCE”) and Think Research Corporation (“TRC”). Throughout 2024, Ontario Health has focused on improving clinician access to electronic referral services by expanding the number of funded referral management solutions. This initiative aligns with the provincial objective of putting  “Patients Before Paperwork.” As an existing eReferral user, please note the updated licensing arrangements supporting your access.

This notice does not impact your use of the platform, which continues to be fully funded by Ontario Health, however you are required to sign an amended “Participant Licensing Agreement” (“PLA”) and Health Information Network Provider (HINP) Agreement to continue to participate in the eReferral network.

What’s Changed?

  • As of April 1, 2024, access to the OCEAN platform as part of the eCE’s eReferral Network is now facilitated through a licensing agreement between Ontario Health and TRC.  eCE will continue to offer all support and related services that were available to you, prior to this change.

All eReferral network participants are required to sign amended PLA and HINP Agreements. To the extent of any conflict between this statement and the PLA or any “System Coordinated Access (SCA) Program Information Sharing and Health Information Network Provider Agreement” (“SCA Agreement”), the terms of this statement shall supersede. Failure to sign the new agreements may lead to termination of your participation in the eCE eReferral network.
